You can verify "heal before damage" by taking a non-fatal hit from full health.Go make a mod with an sorc skill that does a flat amount of damage (don't forget to adjust for the PvP penalty) and a rlvl1 charm that gives 75% resist and some absorb. (I'm not aware of any source anywhere other than that one reddit thread talking about this possibility.) If you fail this would-be-dead check, the absorb skip is skipped and you wind up dead. As speculated in that other thread, maybe there is an extra would-be-dead check between the resistance and absorb steps, before the damage is actually applied. Perhaps they meant something to the effect of "If the damage after all reduction exceeds your max life, you will die and the heal will not save you." That would be internally consistent and appropriate to the context of the prior sentence explaining a shortcoming of "heal before damage."
